Facebook lead ads (Meta lead ads) let people send you their name, phone number and answers to your questions without leaving Facebook or Instagram. Set up properly, they are the cheapest way for a local Indian business to fill a lead sheet. Set up lazily, they fill it with junk. This guide covers both sides: what instant forms are, when a website campaign is better, the exact setup in Ads Manager, cost per lead benchmarks and the fixes for bad leads.

Facebook lead ads are Meta ad campaigns that collect a person's name, phone number and answers to your questions through an instant form that opens inside Facebook or Instagram, and for local service businesses in India they are usually the cheapest way to start a steady flow of enquiries. The person taps the ad, a form slides up with their details already filled in, they confirm two or three fields and hit submit. No website, no landing page, no waiting for a heavy page to load on a patchy 4G connection. That convenience is why my Meta lead campaigns for Pune service businesses run at Rs 20 to 25 per lead. It is also why lead ads have a reputation for junk, because the same low friction that makes them cheap makes them easy to submit by accident.

I run these campaigns every week for clinics, real-estate projects, coaching centres and home-service businesses across Pune, and the pattern repeats. What are Facebook lead ads and how do instant forms work?

A lead ad is a normal Facebook or Instagram ad with one difference: the call-to-action button opens an instant form instead of a web page. Meta builds the form from a template you configure, hosts it on its own servers and pre-fills fields such as name, email and phone number from the person's profile. The person checks the values, answers any custom questions you added, taps submit and lands on a thank-you screen with an optional button to call you, message you on WhatsApp or visit your site.

Because everything happens inside the app, the form loads instantly and the drop-off between "tapped the ad" and "submitted the form" is far smaller than on a website. On the accounts I manage, instant forms convert 10 to 25 percent of clicks into submissions, where a good landing page manages 3 to 8 percent. That gap is where the low cost per lead comes from.

Meta offers four form types, and the choice sets the ceiling on lead quality before you write a word of copy:

  • More volume. The default. Shortest form, fewest taps, highest submission rate, lowest quality.
  • Higher intent. Adds a review screen where the person must confirm their details before submitting. This one change cuts accidental leads noticeably and is my default for anything above Rs 50 per lead.
  • Rich creative. Lets you add a product carousel, extra text and images before the fields. Useful for real estate and courses where the person needs context before sharing a number.
  • Custom. Build your own flow with conditional questions, multiple screens and a different ending for each answer path.

Submissions are stored in Meta's Leads Center inside Business Suite for 90 days. You can download them as a CSV, but nobody should be doing that by hand in 2026. Step 8 below covers automatic delivery to WhatsApp and a CRM, which is the part most accounts skip and then regret.

Lead ads vs website-conversion campaigns: when to use which

The alternative is a Leads or Sales campaign that sends people to a landing page on your own site, with the form there and the Meta Pixel and Conversions API reporting the submission back. Both approaches work. They suit different businesses and different price points.

My rule is simple. If your sales process starts with a phone call or a WhatsApp reply within the hour, start with lead ads. If your customer needs to read, compare or watch something before they will hand over a number, send them to a page. A skin clinic selling a Rs 1,500 consultation books more from an instant form. One hybrid worth knowing about: the instant form's thank-you screen can carry a "Call now" or a WhatsApp button, so even a lead ad can push the hottest leads straight into a conversation. Meta also offers a separate Messaging conversion location that opens a WhatsApp chat instead of a form. How to set up Facebook lead ads in Ads Manager (step by step)

This is the setup I use on every new local-business account. It takes about 45 minutes if the Page, the ad account and a privacy policy page already exist. Each step has its own anchor, so you can send a single link to whoever runs your ads.

Step 1: Choose the Leads objective and instant forms as the conversion location

In Ads Manager, click Create and pick the Leads objective. Name the campaign with the service, the city and the month ("Dental Implants Pune Leads Sep 2026") so reports stay readable six months from now. Leave Advantage+ campaign budget on if you plan more than one ad set and want Meta to shift spend between them; turn it off if you want a fixed budget per audience. At the ad set level, set the conversion location to Instant forms. You will see other options here: Calls, Messaging apps and Website. Step 2: Set the budget, schedule and performance goal

Use a daily budget rather than a lifetime budget for the first two weeks; it is easier to scale up or pause. For a single-location Pune business, Rs 500 to 1,000 per day is enough to produce 15 to 40 leads a week in the categories where I see Rs 20 to 25 per lead, and Rs 1,500 to 3,000 per day for dental, real estate or interiors where each lead costs more. Run the ads all day rather than on a schedule until you have data showing when leads are cheapest. Under performance goal, start with Maximise number of leads. Once your CRM is sending lead stages back to Meta, switch to Maximise number of conversion leads, which asks Meta to find people who resemble the leads that became customers rather than the people most likely to submit a form. Step 3: Build the audience for a local business

Set the location as a radius around the business, not the whole city. For a clinic in Kothrud, a 5 to 7 km radius covers the people who will actually travel; for a service that visits the customer (pest control, interiors, AC repair) drop several pins across your service area or select Pune and Pimpri-Chinchwad together. Set the age range to match real buyers, which for most services in Pune is 25 to 55. Leave detailed targeting mostly empty and let Advantage+ audience work from your creative, adding at most one or two interest suggestions. Exclude your existing customer list and anyone who submitted a form in the last 30 days, so you are not paying twice for the same person. Step 4: Create the ad creative

Advantage+ placements is fine to start, but check the placement breakdown after a week and remove Audience Network if it is producing cheap junk, which it does in India more often than not. Upload a vertical video (9:16) for Reels and Stories and a 4:5 image for feeds. Write primary text that leads with the outcome and the offer, a headline that names the service and the area, and pick a call to action that matches the form: Get quote, Book now, Apply now or Learn more. Step 5: Design the instant form

Click Create form. Choose Higher intent as the form type unless you are in a very cheap category and can afford to filter junk on the phone. Write an intro with a headline and three bullet points on what happens after they submit: "A senior consultant calls you within 30 minutes", "First consultation free, no hidden charges", "Clinic in Baner, open till 9 pm". Under Questions, keep the pre-filled fields to full name and phone number, with email only if you will actually email people. Every extra field cuts volume by roughly 10 to 15 percent and raises quality by more than that, so add fields on purpose, not by habit.

Step 6: Add qualifying questions

This is where most accounts stop short. Add two or three custom questions that a junk lead will not bother with and a real buyer will answer without thinking. Multiple choice keeps it fast: "When do you want to start?" (This week / This month / Just researching), "Which area are you in?" (a list of localities), "What is your budget?" (bands in rupees). Use exactly one short-answer field, something like "Describe your requirement in one line", because typing is the strongest junk filter Meta gives you. Add conditional logic so that anyone who picks "Just researching" sees a different thank-you screen and goes into a nurture list instead of your sales-call queue. Three questions is the sweet spot; five is where volume collapses.

Step 7: Add the privacy policy link and the thank-you screen

Meta will not publish a lead form without a privacy policy URL. This is a hard requirement, and the page has to be a real page on your own domain that says what you collect and what you do with it. A Google Doc, a WhatsApp message or a competitor's policy page gets rejected or, worse, gets the account flagged. If you have no website, a one-page site on a Rs 1,500-a-year hosting plan with a privacy policy is the minimum. On the thank-you screen, say what happens next and add a button. The people who tap that button are the hottest leads of the day, so make sure the number is answered.

Step 8: Connect lead delivery to your CRM or WhatsApp

A lead sitting in Leads Center for a day has already been called by your competitor. Set up delivery before you publish, in one of three ways. First, Meta's native CRM integrations in Business Suite cover HubSpot, Zoho, LeadSquared, Salesforce and a few Indian CRMs, and take ten minutes if you already use one. Second, Zapier has a "New lead in Facebook Lead Ads" trigger that can push each lead to a Google Sheet, a CRM, an email and a WhatsApp Business API provider such as Interakt, AiSensy or WATI. Third, n8n, which I use for most clients because it is self-hosted, costs nothing per lead and runs the whole flow: receive the lead from Meta through a webhook, write the row to a Google Sheet, send the lead a WhatsApp template message within seconds, and ping the owner on WhatsApp with the person's answers. Whatever you pick, the target is a first response inside five minutes. Then publish, submit a test lead through Meta's Lead Ads Testing Tool, and confirm it arrives at the other end before real money moves. Targeting Meta lead ads for Indian local businesses

Targeting has become simpler since Meta pushed Advantage+ audience, and creative now does most of the work. A handful of local decisions still change the numbers.

  • Radius beats city. Pune plus PCMC is 7 million people. A clinic in Viman Nagar does not want leads from Nigdi who will never come. Tight radius first, then expand only if frequency climbs above 3.
  • Language. For mass-market services (salons, tuition, tiffin, home repairs), one ad set with Marathi or Hinglish creative next to one in English often halves cost per lead; the audience is the same, the ad feels closer. For premium clinics and real estate above Rs 1 crore, English-only creative usually filters better.
  • Placements. Instagram Reels and Facebook Feed bring most of the leads at reasonable quality. Audience Network brings cheap junk. Facebook Marketplace and Right Column bring little of anything. Check the breakdown weekly.
  • Age. The 18 to 24 band submits the most accidental forms in every account I have audited. Unless you sell to students, start at 25.
  • Lookalikes from the right seed. Once you have 100 or more qualified leads (appointments, not form fills), build a 1 percent lookalike from that CRM export. A lookalike built from all form fills teaches Meta to find more form fillers.
  • Exclusions. Existing customers, current leads, and people who submitted in the last 30 days. Set the exclusion once at the ad set level and forget it.
  • Devices. Over 90 percent of impressions in India are on Android, often on mid-range phones and mobile data. Keep videos under 20 seconds and file sizes small so the form opens before the person loses patience.

One more note: the Boost button on a Page post cannot create an instant form with qualifying questions. If someone is "running lead ads" from the Boost button, they are running an engagement ad with a form bolted on. Creative that works for lead ads

The form collects; the creative filters. These patterns keep producing cheaper, better leads on the accounts I run:

  1. The owner or doctor on camera, 15 to 30 seconds, speaking to the phone in the language the customer speaks. Trust is the biggest barrier to a stranger handing over a phone number, and a real face beats a stock render every time. The same principle drives organic results: a client's native-looking Reels produced 742K+ Instagram views with 94 percent of reach from non-followers, because the videos looked like a friend's post, not an advertisement.
  2. Offer plus specifics. "Full mouth check-up and X-ray for Rs 199 at the Baner clinic, this week only" beats "Best dental care in Pune" on both cost and quality.
  3. Price anchoring in the copy. If you write "Modular kitchens from Rs 2.5 lakh", the person with a Rs 60,000 budget does not submit. You paid nothing to filter them.
  4. A hook in the first two seconds. A question ("Still paying for a gym you have not visited since January?"), a number, or a location call-out ("Kothrud parents, this one is for you").
  5. Proof in the second frame. A Google review screenshot, patients treated, years in the locality, a before-and-after where Meta's policies allow it.
  6. A carousel of problems for services with several offers: one card per problem, one form for all of them, and a question in the form asking which one applies.

The lead-quality problem and how to fix it

Anyone who has run FB lead generation ads has had the same week: 60 leads, 20 wrong numbers, 15 people who say they never filled a form, 10 asking for a job, and 15 real ones. It happens for predictable reasons. Meta pre-fills the fields, so a submission is one tap away. People tap ads by accident while scrolling Reels. Audience Network shows the ad inside games. The Maximise leads goal literally asks Meta to find the cheapest possible submissions. And giveaway-style creative attracts people who want the giveaway, not the service.

Here are the fixes, in the order I apply them:

  1. Switch the form type to Higher intent. Expect 20 to 30 percent fewer leads and a visibly cleaner sheet inside a week.
  2. Add qualifying questions, including one short-answer field. Covered in step 6 above. If quality is still poor, make the phone number a custom short-answer question instead of a pre-filled field, so the person has to type it.
  3. Exclude Audience Network, and usually Marketplace and Right Column. Check the placement breakdown before you touch anything else.
  4. Move to conversion leads optimisation. Connect your CRM, or a Google Sheet through n8n or Zapier to the Conversions API, so lead stages (contacted, qualified, converted) flow back to Meta. Meta wants a few hundred conversion-lead events in 30 days to fully switch, but quality starts improving well before that. This is the fix that compounds every month.   5. Fix speed to lead. A lead called within five minutes is several times more likely to convert than one called after thirty. Half of what businesses call "bad leads" are good leads that were called on Tuesday about a Saturday form. WhatsApp template within a minute, call within five, second attempt the same evening.
  6. Let the creative repel. State the price, the locality and the commitment. A form that says "Rs 4.5 lakh onwards, Pune only, site visit required" gets fewer leads and more customers.
  7. Score leads in the sheet. A three-tier score (hot, warm, junk) marked by whoever makes the call. It takes five seconds per lead and it is what you feed back to Meta in fix number 4.
  8. Keep a suppression list. Repeat fake numbers and known time-wasters go into a custom audience you exclude from every ad set.

Do these in order. Most accounts get a 40 to 60 percent drop in junk from the first three alone, and the fourth is what keeps it there.

Mistakes I see in most Facebook lead ads accounts

  • Running "lead ads" from the Boost button, with no form questions and no exclusions.
  • Publishing the form with a borrowed or generic privacy policy because the real one was never written.
  • Leaving leads in Leads Center and calling them in a batch two days later.
  • Reporting cost per lead to the owner and never cost per appointment or cost per customer.
  • Running one creative for two months and blaming the audience when cost per lead doubles.
  • Targeting the whole city for a business people will only travel 6 km to reach.
  • Never opening the form on a mid-range Android phone before launch.
  • Never connecting a CRM, so the account stays on Maximise leads forever.
  • Pausing and restarting campaigns every few days, which resets Meta's learning phase each time.
  • Offering a "free consultation" to everyone and then complaining that nobody wants to pay.
